The Union shall conduct an Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) to assist Ukraine in the field of civilian security sector reform, including police and rule of law.

Article 1 Mission
Article 2 Mandate
In support of Ukraine's commitments to security sector reform, the non-executive civilian CSDP mission shall mentor and advise relevant Ukrainian bodies in the elaboration of renewed security strategies and in the consequent implementation of relevant comprehensive and cohesive reform efforts, in order to:

create a conceptual framework for planning and implementing reforms that result in sustainable security services delivering the rule of law, in a manner that contributes to enhancing their legitimacy and to increased public confidence and trust, in full respect for human rights and consistent with the constitutional reform process;

reorganise and restructure the security services in a way which permits recovering control and accountability over them.
To achieve its objectives, EUAM Ukraine shall operate in accordance with the parameters set out in the Crisis Management Concept (CMC) approved by the Council on 23 June 2014 and in the operational planning documents.
Within its initial mandate, the mission shall assist in a comprehensive civilian security sector reform planning process, supporting rapid preparation and implementation of the reform measures.
Article 2a Support to Ukrainian authorities to facilitate the investigation and prosecution of international crimes
EUAM Ukraine shall provide support to Ukrainian authorities, in particular to the Office of the Prosecutor General, regional Public Prosecutor Offices and Law Enforcement Agencies, to facilitate the investigation and prosecution of any international crimes committed in the context of Russia’s unprovoked and unjustified military aggression against Ukraine.
In order to implement that task:

EUAM Ukraine shall, in particular, provide Ukrainian authorities with strategic advice on the investigation and prosecution of international crimes, on the necessary amendments to Ukrainian legislation and on the related communication strategy. It shall also provide training on other related matters. It may donate funds or equipment to Ukrainian authorities to facilitate the investigation and prosecution of international crimes;

EUAM Ukraine shall ensure close coordination with the International Criminal Court and with the European Union Agency for Criminal Justice Cooperation (EUROJUST), as well as with Member States acting in direct support of the investigation and prosecution of international crimes in Ukraine. It shall coordinate with other relevant actors as appropriate.

elements of EUAM Ukraine may temporarily conduct their activities from the territories of the Republic of Moldova and of Member States. Arrangements may be entered into to that effect between EUAM Ukraine and the Republic of Moldova or the Member States concerned.
Article 2b Temporary tasks
From 18 March 2022 to the date on which the Political and Security Committee decides otherwise, EUAM Ukraine shall have the temporary, additional task of advising Ukrainian authorities, in particular the Ukrainian Border Guards Service, Customs Service and local police forces, with the aim of facilitating the flow of refugees from Ukraine to Poland, Romania and Slovakia and the flow of humanitarian aid into Ukraine.
For the purpose of advising Ukrainian authorities, EUAM Ukraine shall also:

compile a situational picture of the border traffic between Ukraine and the Union and facilitate the exchange of information thereon between Ukraine, Member States, and Union institutions and agencies, in particular the European Border and Coast Guard Agency (‘Frontex’);

identify possible improvements, and provide Ukrainian authorities with strategic advice, as regards facilitating the crossing by refugees and humanitarian aid at the Ukrainian border with the Union;

assist, support, monitor, mentor and advise Ukrainian authorities on the management of border traffic at border crossing points.
In order to implement the temporary, additional tasks set out in this Article in support of Ukraine, elements of EUAM Ukraine may be temporarily based in Poland, Romania or Slovakia and shall carry out their activities on the ground on the Ukrainian side of the border crossing points. Arrangements may be entered into to that effect between EUAM Ukraine and those Member States.
Article 3 Chain of command and structure
EUAM Ukraine shall have a unified chain of command for crisis management operations.
EUAM Ukraine shall have its Headquarters in Kyiv.
EUAM Ukraine shall be structured in accordance with its planning documents.
