In Part A, point 4 of Annex I to Regulation (EU) 2019/631, the entry M0 is replaced by the following:
‘M0 is 1 379,88 in 2021 and 1 398,50 in 2022, 2023 and 2024’.
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2019/631 of the European Parliament and of the Council of 17 April 2019 setting CO2 emission performance standards for new passenger cars and for new light commercial vehicles, and repealing Regulations (EC) No 443/2009 and (EU) No 510/2011(1), and in particular Article 14(2) thereof,
Whereas:
The M0 value for the years 2022, 2023 and 2024 referred to in Article 14(1), point (a) should be established on the basis of the average mass in running order of all new passenger cars registered in the Union in 2017, 2018 and 2019.
Based on the values specified in Commission Implementing Decisions (EU) 2019/582(2), (EU) 2020/1035(3) and (EU) 2021/973(4), weighted according to the number of new registrations in each of those years, the average mass in running order of new passenger cars registered in the calendar years 2017, 2018 and 2019 was 1 398,50 kg.
The specific emission targets for manufacturers of new passenger cars should therefore, for the calendar years 2022, 2023 and 2024, be calculated in accordance with the formula set out in Part A, point 4 of Annex I to Regulation (EU) 2019/631, using as M0 the value 1 398,50.
Regulation (EU) 2019/631 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
In Part A, point 4 of Annex I to Regulation (EU) 2019/631, the entry M0 is replaced by the following:
‘M0 is 1 379,88 in 2021 and 1 398,50 in 2022, 2023 and 2024’.
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
