Council Decision (CFSP) 2024/1805 of 24 June 2024 amending Decision (CFSP) 2019/2009 in support of Ukraine’s efforts to combat illicit trafficking in weapons, ammunition and explosives, in cooperation with the OSCE

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the European Union, and in particular Article 28(1) and Article 31(1) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

1. On 2 December 2019, the Council adopted Decision (CFSP) 2019/2009⁽¹⁾.

2. Decision (CFSP) 2019/2009 provides for a 36-month implementation period for the activities referred to in Article 1 thereof from the date of the conclusion of the financing agreement referred to in Article 3(3) thereof.

3. On 18 November 2022, Council Decision (CFSP) 2022/2276⁽²⁾ extended the implementation period of Decision (CFSP) 2019/2009 by thirteen months, until 23 January 2024.

4. On 16 January 2024, Council Decision (CFSP) 2024/330⁽³⁾ extended the implementation period of Decision (CFSP) 2019/2009 by a further six months, until 21 July 2024.

5. The Organization for Security and Co-operation in Europe (OSCE) has requested an extension of the implementation period of Decision (CFSP) 2019/2009 by an additional six months, until 21 January 2025, considering the delay in the implementation of project activities under Decision (CFSP) 2019/2009 due to the impact of Russia’s unprovoked and unjustified war of aggression against Ukraine.

6. The continuation of the activities referred to in Article 1 of Decision (CFSP) 2019/2009 until 21 January 2025 can be performed without any consequences as regards financial resources.

7. Taking the above into account, the request for extension should be accepted by amending Decision (CFSP) 2019/2009 accordingly,
