Political and Security Committee Decision (CFSP) 2025/1880 of 4 September 2025 on the appointment of the EU Mission Force Commander for the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique), and repealing Decision (CFSP) 2024/2181 (EUMAM Mozambique/1/2025)

THE POLITICAL AND SECURITY COMMITTEE,

Having regard to the Treaty on European Union, and in particular Article 38 thereof,

Having regard to Council Decision (CFSP) 2021/1143 of 12 July 2021 on a European Union Military Assistance Mission in Mozambique (EUMAM Mozambique)⁽¹⁾, and in particular Article 5(1) thereof,

Whereas:

1. Pursuant to Article 5(1) of Decision (CFSP) 2021/1143, the Council authorised the Political and Security Committee (PSC) to take decisions concerning the political control and strategic direction of the EU Military Assistance Mission in Mozambique (EUMAM Mozambique), including the relevant decisions on the appointment of the EU Mission Force Commanders.

2. On 27 August 2024, by Decision (CFSP) 2024/2181⁽²⁾, the PSC appointed Brigadier General Luís Fernando MACHADO BARROSO as EU Mission Force Commander for EUMAM Mozambique.

3. On 14 August 2025, the Portuguese authorities proposed Commodore César Manuel PIRES CORREIA to succeed Brigadier General Luís Fernando MACHADO BARROSO as EU Mission Force Commander for EUMAM Mozambique (the ‘proposed appointment’).

4. On 18 August 2025, the EU Mission Commander recommended that Commodore César Manuel PIRES CORREIA be appointed as EU Mission Force Commander for EUMAM Mozambique as from 10 September 2025.

5. On 21 August 2025, the EU Military Committee supported the proposed appointment and agreed that Commodore César Manuel PIRES CORREIA be appointed as EU Mission Force Commander for EUMAM Mozambique.

6. A decision on the appointment of Commodore César Manuel PIRES CORREIA as EU Mission Force Commander for EUMAM Mozambique as from 10 September 2025 should be taken.

7. Decision (CFSP) 2024/2181 should be repealed,
