Operative part

The action is dismissed.

Burim Bitiqi, Arlinda Gjebrea, Anna Gorska, Agim Hajdini, Josefa Martínez Estéve, Denis Vasile Miron, James Nicholls, Zornitsa Popova Glodzhani, Andrei Mihai Popovici, Amaia San José Ortiz are ordered to pay the costs incurred by the European Commission, the European External Action Service (EEAS) and Eulex Kosovo.

The Council of the European Union is ordered to bear its own costs.
