Operative part
1. The Court of Justice of the European Union clearly has no jurisdiction to answer the second question referred for a preliminary ruling by the Administrativen sad Veliko Tarnovo (Administrative Court, Veliko Tarnovo, Bulgaria), by decision of 2 February 2024.
2. The request for preliminary ruling from the Administrativen sad Veliko Tarnovo (Administrative Court, Veliko Tarnovo) is manifestly inadmissible as regards the first question referred by that court.
